Tully Blalock advises energy companies, solar and battery storage developers, utilities, investors and other business clients on the legal, commercial and regulatory issues they face. His practice is built around practical counsel for clients, with a focus on energy matters, commercial transactions and outside general counsel support.

Tully brings the perspective of both a lawyer and a business executive. He previously served as Chief Executive Officer and General Counsel of, a private-equity-backed solar energy developer and power producer, where he led the company’s business strategy, project development, contracting, financing, risk management and legal functions. That experience allows him to advise clients not only on what the law permits, but also on how legal decisions affect project execution, commercial leverage, investor expectations and long-term business objectives.

His work includes drafting and negotiating project development and commercial agreements, power purchase and offtake arrangements, battery energy storage agreements, EPC and O&M agreements, real estate leases and purchase agreements, procurement contracts and other commercial agreements. He also advises on state public service commission and other regulatory matters, utility programs, rate and integrated resource plan issues, avoided-cost and PURPA-related matters, interconnection, permitting coordination, development disputes and strategic issues for companies working in the energy industry.

Tully serves as an arbitrator on the American Arbitration Association’s Commercial and Energy Arbitration Panels and is available to serve as a neutral in commercial and energy disputes.

Earlier in his career, Tully practiced litigation at King & Spalding and served as a federal law clerk. He has also held policy leadership roles with the Georgia Solar Energy Industries Association, including service as policy chair, and has testified and participated in utility integrated resource plan, rate case and avoided-cost proceedings.

He earned his law degree from the University of Georgia School of Law and his undergraduate degree from Washington and Lee University.
